Exactly my point Neil.... they take that chance because any passer by could be a potential buyer. Unfortunately, this kind of thing happens in many tourist spots all over the world, and the best advice is to keep walking.

I pointed out the fact that dealers were hassling customers outside a certain Baga restaurant they were offered a bamboo massage from the owner and his staff :tup I noticed a lot of Africans trying to sell me Cocaine last year, far more than previous years :(

I agree, we do try to stay away , but sometimes we forgot to cross the road, and was still hasseled by this stall holder on baga road. Even after repeated NO NO NO. There was no way we were going to report it as it would have been our word against his. This is how people get away with it though!. That's what makes me so mad, we would be he worst off.
I think we should have a cultural exchange with the British Drug Squad visiting Goa.

I have seen a program on the travel channel about Goan Police, and there was a presence in Anjuna, going undercover. It makes me think how much money they can get off a tourist who is a bit naughty and wants to do a backhander.

I've only once been offered any drugs of any kind in Goa. My other half, on the other hand, had only to get off a bike at Anjuna and was hassled non-stop (by British and Indian guys) to buy heroin, coke, speed,ecstacy, you name it. All the way down to the beach (and back), and not on market day.

There is no stereotypical-looking drug user (and there are thousands of people who have the odd smoke who wouldn't define themselves as a drug user), so I guess the dealers will have a go. And whilst those who'll go buying go buying what they wouldn't do (so openly) at home, then the dealers will keep on trying to flog their wares. And whilst law enforcement does nothing about it, then the same applies.

In Arambol, no one approached either of us - although I'm sure you seek out anything and everything.
