Okay, we've seen posted that toplessness and naturism is illegal on all Malta beaches. We have been around long enough to know that there is the official stance, and then there is practise.
Are the beaches like most European beaches, where there is a more "conservative" end for families and a more "liberal" end where toplessness is common?
Are there any beaches were toplessness is common everywhere?
Are there any beaches where you can (unofficially of course) go nude and not feel as if you are the only ones?
Are there secluded beaches where naturism is commonly practised?
We are moving to Malta next year and we are naturists...so if it is really as illegal and unpracticed as websites say, we are going to be sad.
Any information would be appreciated.
Unfortunately the answer is NO However some hotels allow topless bathing on their rooftops. I have seen one or two naturists near to one beach but they have kept well away from the main bathing area and they must have struggled to get to the position where they were bathing ( well hidden amongst the rocks)

A quick google search revealed that there does appear to be at least a couple of nudist beaches in Malta
