I think some tour operators have a lower age limit but not sure what it is. They may let her fly if you are at the airport to meet her, am sure this can be arranged, give the airline a ring.
i think the turkish airlines like onur air will allow it ,as i asked myself for my son last year and most uk co,s said no, i would ring them and ask to make sure, im pretty t cook wont allow it though

Thomas Cook Airlines no longer accepts children under the age of 16 years old, unless accompanied by an adult.
If she is 16 already she should be fine.
Some say and this is for ALL operators that you will be ok as long as you are 17.
below this age some say take them to the airport and book them in and also sign your name to say that there will be an adult at the airport whne they land to take charge of them

Quite a few years ago we had no trouble in sending our daughter aged 9 to Rhodes on a charter flight and, aged 12 to Chicago on a scheduled flight. We booked her in as an unaccompanied minor and she was well looked after. As your daughter is 16 I shouldn't think there would be a problem with this.
There could be a legal issue here of age discrimination because there is no safety issues and as a parent signs their child can fly alone there is no problem I can see. It could be down to political correctness where BA won't put a minor flying on their own next to a man. Something I find insulting because its saying ever man is a child abuser and women never abuse children. That could be a lot behind it, they don't want somebody under the age of 18 sitting next to a man and it takes too much organising to to do this.
I was always under the impression that if you were just 16 or under and travelling with Thomas Cook you had to be accompanied by an 18year old.
