I haven't actually stayed at the Plevna myself, but one of my sisters stayed there once, my Mum has stayed there twice, I live in Malta myself so have had a good look. For a 3* value hotel it is quite nice overall, clean, well maintained, both Mum and sister would consider staying there again.
Plevna is a smallish hotel, no indoor pool, health spa, kids club or anything like that, just a nice lounge area, a snack bar with a big screen TV, a bar and the one restaurant. What is nice about it is the position, a few minutes walk from the main Sliema town centre - shops, bars, restaurants, the Valletta ferry, buses to take you all over the island, you have the Stand seafront one side and the Tower road seafront the other, - but it is set a one street back from the busy area, so is quieter and easier to park, if you decide to hire a car. The Plevna bedrooms are clean and "homely" furnished, wood effect floors, solid pine furniture, nice quality soft furnishings, good sheets, decent size bathroom, fluffy white towels. The coridors are carpeted. You have a kettle & cups at no extra charge, the maids also make sure you have plenty of tea and coffee etc. everyday. ( I recently stayed at a 4* hotel in Qwara for a weekend break & the kettle was extra Lm2 a day strict ration of 2 teabags, 2 coffee sachets, 2 sugar, 2 milk :? ) Looking at "tripadvisor" it would appear they have also included a fridge since Mum stayed there last. Try and get a balcony room, the cheaper rooms just have a window looking into a shaft.
The breakfast is a hot and cold buffet, again hot breakfast is sometimes charged extra at some hotels, Plevna no extra charge. I have at times joined Mum for dinner and eaten there myself, hot & cold buffet, well cooked but nothing too exotic, usually 3 choices of main course, a Maltese dish was on the menu twice a week, plenty of desserts and fresh fruit, they also offer if you want to take some cakes and fruit from the restaurant out into the lounge or up to your room for later.
Entertainment - nothing at the hotel, Sliema town being so close, go out & explore! But the more mature guests like to sit in the lounge, talk, watch TV, play cards or read.
The lido is not just downstairs, you have to walk about 200 meters and cross the road to the seafront, so if you have kids you have to go with them. There are changing rooms etc and a small bar at the lido. The photo shown on on tripadvisor was taken when the lido was closed for the winter, so yes, it looks a bit of a mess, but when I have visited there it seemed clean enough even if it isn't Malta's poshest lido. Be careful if you have kids, there is a drop to the sea at the edge of the lido.
