With all due respect I think Salou would be your idea of holiday hell - exactly what you have said you don't like is exactly what Salou is. I love the place but it is fairly brash with lots and lots of British and Irish bars and very nice but extremely crowded beaches.
For this reason I think Cambrils would be a much better option for you as its quieter, more upmarket and I think its quite a flat resort.
My neighbours stayed at the Tryp Port Cambrils and were very impressed, please find a link to the Sol Melia website which shows this hotel.

They seemed to think there were no major hills in the area but if any other holidaytruths members could clarify as I personally have not visited the hotel.
I hope you find what your looking for but I honestly don't think you would enjoy Salou as a resort, Cambrils sounds much more like your thing.

I've been on the link for the Sol hotel and it looks promising.There's a slight irony in the fact that we are all Glaswegians who used to love a good knees up but all that stopped the minute my kids came along!!, and we dont even like bingo either .... no hope for us!!. Are the hotels on Port Av site any good,
We stayed at the Caribe last year, with my son, dil and grandson and had a fabulous time. The hotel is all on the flat with only the main entertainment theatre being upstairs but I'm nearly sure there was a lift. I too have walking difficulties and we had no problems, there is free transport to both the Adventure Park and the Water Park also to the their Beach club where you will find lots of pools and a small very quiet beach.
The hotel itself has a fabulous sandy bottomed swimming pool with its own beach and a lovely Caribbean feel (having visited the Caribbean many times I would know ) you can book to dine around the other park hotels which is great on the late night they have the fireworks display because it saves you going back to your hotel for a meal and returning to the park, we ate at the hotel actually in the park.
Having been to Salou itself before I didn't even bother going this time, we wanted to visit the park and this hotel made it possible without seeing any of the brashness, for want of a better word, of Salou.
OK it wasn't exactly cheap, we paid £1400 for the week HB in Sept for 4 adults and a 6 year old with 2 (interconnecting) rooms and felt we got good value for our money. This included unlimited access to the park and 1 visit to the water park during the main season and unlimited out of it.
