I think you have to have made a significant amount of contributions to HT in terms of helping other members. (not sure how many posts though) before you are allowed to pm people. It is to stop people just joining the site to spam members.

We've put measures into place to prevent those that have not made sufficient posts to compose PM's.

This has been done to prevent people joining HT with the only purpose spamming our members with PM's containing commercial links.
