It is rather annoying especially as it doesn't show what topic you are going to end up at when you click the link.

It's getting on my nerves now, it keeps popping up with some random topic it wants me to view.

It's absolute garbage and seems to pop up randomly. As has been said, the opt out doesn't work. You can't even click on the X to get rid of it as that doesn't work either so you're stuck with it until it disappears of its own accord.
If there is one thing that will alienate members and very likely put them off using the site, this is it.

Van, where are you? Please sort this out ASAP before we lose members. It's happening on every page and nothing we can do will get rid of it. It's like a blooming trojan!!

Whilst that is a solution, it is not fair on the user to have to make the effort to opt out of something. The option given on the pop up to opt out is clearly not working so I suggest it is removed until it is fixed.
Andy why doesn't it show for me what topic you are going to end up at when the banner is displayed?

Rather than install something to disallow it, it might be better to wait for Van to respond, as in summary it seems to be regarded as annoying, irritating, frustrating, disliked, useless, horrid, absolute garbage and a pain in the neck.
But apart from that, it seems to be quite popular.

That's different to the pop ups I have luci. I don't see Login, but do see the topic title, with links also to Facebook and Twitter, as well as a dead link to The Slide.

That's what I used to get too until I opted out and now I just get a very small thin box with ' recommended topic ? + ' and that's it, unless I click on the cross and then it tells me the name of the topic it's recommending.
