Just looking at going to the Philippines ourselves maybe october-november but looking at Cebu or Borocay so any help would be grateful.

Best place to be in Davao City is mid-August. It is the start of it's annual centerpiece, the Kadayawan Festival which lasts till the end of the month, where you might get to eat for free; the native food is fantastic. Other scenic places include the Pearl Farm. Best to book ahead two months before. Other festivals include the Sinulog in late January at Cebu, while Boracay is great whole year-round (unless if you're bringing kids, Boracay could be unnecessarily crowded for children to enjoy).
