We stayed at Camping La Vallee in Houlgate with Eurocamp 4 years ago and it's brilliantly located for seeing most of what Normandy has to offer. We're having an overnight there this summer on our drive from Zeebrugge to Brittany.
We're in Scotland and our schools stop at the end of June so we've never been in France as late as you plan to go so I'm afraid I can't help with your question as to how busy sites are at the end of July.

Thanks for that. I'll try and find out more about it. Hope you enjoy your holiday.
