There are several good sites around Keswick in the Lakes. I know someone who goes regularly to Castlerigg and we have stayed at Keswick Camping and Caravanning site which is right in the town. Our daughter had just turned 2 when we were there and we did a lot of walking, round the lake, along disused railway lines etc.

As well as the lakes here is the Peak District too it's in Easy reach of Liverpool (M6-M60-A6)
loads of campsites
plenty to do
great pubs usually in the middle of nowhere
