Cala n Bosch sounds much like you want.

The Hotel Cala N Bosch is on the sea front and is an all inclusive. There is a waterpark about 10 mins walk from the centre of Cala n Bosch. Plenty of restaurants and bars around the Marina - NO nightclubs. An amusement park with go-karts etc.

Menorca is very quiet and low key. As far as I know, there is possibly only one nightclub on the whole island.

Gotta be Son Bou. Best beach on island, safe and great snorkling.
Sol Milanos Pinguinos hotel right on beach front is good for families.
Food is great, you can go full board but don't know about all inclusive.
Night life in resort is low key and a noe bowling alley recently opened.
Quiet but enough for kids, water park etc and plenty kids stuff at hotel

Cala' n Bosch or Cala Galdana, i agree with srhjnmgn about Cala' n Bosch there are about 3 beach front hotels with plenty to do around the harbour. On the other hand Cala Galdana has a beautiful horseshoe bay which in my eyes the setting makes it the best beach on the island, but not alot 4 kids to do apart from a reasturant / play area with a pool + slides to keep the kids busy. I would suggest Cala' n Bosch for your requirements but Cala Galdana is a MUST visit. About 50 mins bus ride in total from Cala' n Bosch but you will have to change at Cuidadela (10-15 mins from Cala' n Bosch) and may have to wait for your connections. Also check the return times from Cala Galdana. Overall i dont think you will go wrong in menorca.

Cala Galdana gets my vote.
Try the Hotel Audax (left) at one end of the bay or Hotel Sol Gavilanes (right) at the other. Its a bit 'low key' to keep a 12 year old happy for a week though so you will need to visit other resorts. But then if you go to Menorca and don't, you will miss out.
