It is a minefield isn't it?! I would never recline mine fully but sneak it back about an inch (maximum) as I find just off the upright much more comfortable and I don't think that interferes with the person behind.
Can't understand why the facility exists as it is such a cause for conflict or why seats aren't restricted to a more acceptable level of movement. Unfortunately there are many passengers who couldn't give a toss about other peoples' comfort.
I am in Miss Pinks corner, I am 5'5" and if I can buy extra legroom I will, I have knee replacements and like to have a little more room.
I think Ryanair have got it spot on-no reclining seats. However on a flight of more than say 5 hours then I do think you should be able to recline providing the seat pitch is at least 31".
