I have stayed in the HTOP in Calella twice and didn't take so much as a crumb out of the dinning room and that isn't because of any notices it's because we had access to food etc at the airport.
In Ostend we stayed in the Royal Astor which is part of the Westminster chain. There wasn't any notices regarding removing food from the dining room or I'm sure we wouldn't have made our buns up on the table & then put them in our Tupperware. I would be very upset if, when we arrived at the hotel for breakfast on day 2, it would be to the day befores old ham, buns & boiled eggs that had been served to the previous days customers. The ham/buns especially would have been on an open plate from 7-9 already, then I presume chilled to be brought out again 24 hrs later.....
We did actually think of buying a pre packed sandwich prior to departure & had checked them out in the local Spar type shop, however a lot were chicken/egg/bacon and as we didn't have access to a fridge, and our room (well in fact the whole hotel) was exceptionally hot we decided against it as we didn't want to spend 11 hours in the bus's toilet

If we stay in a hotel abroad it is usually on a half board basis as we don't like AI hotels. I have never taken food out of the dining room. If you have a good breakfast and then a good meal in the evening then surely you really don't need a lot at lunchtime anyway. We usually go to a local shop and buy crackers, crisps, cheese spread (if we have a fridge) and a couple of bananas. I take a few plastic knives which I throw away before leaving. Buying a few things locally also helps the local industry - many shops are struggling due to an increase in AI hotels.
At breakfast time we had a coffee and a roll/pastry and that was it. We went to the supermarket everyday and bought fresh ham & rolls for lunch, we had butter in a lovely cold shady corner of our balcony that kept it fresh.
