We took our daughters to Barcelona when they were almost 5 and 19 months and it was very child friendly. The little one was too young to care where she was (apart from when we went to the zoo) but the almost 5 year old loved some of the museums and the Gaudi church. There are plenty of budget flights to Barcelona.
