Why stop at vacuum cleaners? They might as well do lawn mowers, kettles, toasters, tumble dryers too! They will all use the same energy as more powerful ones, it will just take twice as long. Genius.

Frank, as I understand it restrictions on kettles, hair straighteners, toasters etc. will also be brought in eventually!

If the purpose of the exercise is to save energy, well energy= power x time. If you halve the power, then to complete the task you double the time, but you still use the same amount of energy, especially for kettles, since it takes a fixed amount of energy to boil a pint of water, regardless of anything else. Which school did the genius who thought up this scheme go to ?
What is required is an improvement in energy efficiency on devices, so you use less power to give the same outcome in the same time. Devices that rely on heat to function, like kettles, hair straighteners, tumble dryers and toasters can't make much improvement in efficiency as they are designed to throw heat away as part of their function.
