Was there not a vaccination program happening where by all dogs were being treated for the condition?
Vaccinated dogs were given red tags also they were speying and neutering dogs too?
I know strays become a problem when the season finishes but as India can't hide behind the cloak of a third world country anymore perhaps it's an issue that we all on HT can petition the tourism minister about?
