I don't know about steep? Most of Ixia is built along the main coast road (including Lito) and fairly flat. It's pretty steep up behind the resort or i guess people may be saying it's steep as you get into the sea as it's not gently shelving like some east coast resorts.
Scuba Diving is available In Kallithea Spa and boats leave Mandraki Harbour (Rhodes Town) daily.
Can't tell you much about the Lito other than it's reasonably central. The resort itself is a bit dated looking but plenty of restaurants, bars, etc to choose from. It's a fairly quiet resort, being popular with couples and families, but is just a short taxi/bus journey from Rhodes Town.

I always recommend hiring a car - even 3 days hire is enough for a good look around the island. For Rhodes Town though it's easier to use the local bus or taxis as you're very close in Ixia and it's better than negotiating the traffic, one way streets, etc in a strange city.

Regarding diving in Rhodes...
Until recently the only place you could dive was Kalithea Bay. Looking at the Dive Med website just recently I see that recent changes in Greek laws have now opened up more sites. This is good news as previously Kalithea got very busy with DiveMed, Waterhoppers and several small diving schools all using one smallish bay.
All their boats will be lined up in Mandraki Harbour in an evening waiting to attract passing trade (mainly for 'try dives'). I can recommend DiveMed having trained (PADI OW) with them a couple of summers ago.
