Any phones can be used, but before inserting a Tunisian SIM it would have to be unlocked from the British provider. If you were to have this done over here first I'm sure it would be doubly appreciated.

When you go to purchase the phone take another SIM card from another network with you and see if it works. If it does, then It may well be that the phone is already unlocked. In Tunisia Nokias are the phones of choice (maybe they are the only ones they can get?).

Virgin are selling the Nokia 1101 for £25 with £15 credit included. You could use the £15 credit in your own unlocked phone and give your friend the 1101 as a present. In Tunisia the Nokia 1101 costs 80 Dinars.

just to let you know that you can get the phone unlocked for around 12 dinars out there, which may be cheaper than getting it done here.

I did mine here for about £2 by getting the info from the net. Just Google 'phone unlocking'

Most mobile phones sold in UK are locked on to the original network provider. A simple test is to insert a sim from another network, if it works then your mobile is unlocked. If not, then it is locked. Or you could check with your provider via their website or retail outlets. Most of the smaller independent phone shops will unlock your phone for a fee. I have paid £8.00 for this service. Or, as Aslemma points out, you can get the info from the net.
