Natz33 dont know about this Post Office card, but Visa Electron is widely accepted in Goa, so if its the same idea you will probably be fine.
My husband and I have both got a Travel Money Card from the Post Office, we were going to get the same thing through our bank but the charges were actually better value for money with the post office one.

Naationwide, flexi-account, do not charge for overseas transactions, it is an excellent card to have, far better than the Post Office.
.... and it works in the Goa ATMs
