My thoughts are what kind of airline system would allow two bookings in the same names !! Some systems would prevent the second booking.
I only know this after ringing a travel agency about a holiday and was given a price which was valid for 7 days. I rang another travel agency and got a better price for the same flight/hotel and I booked with them. However, they rang back and said that the airline system would not allow the booking as there were seats already booked in our names.
What I didn't know at the time, the first agent had grabbed our seats with the airline... if I didn't go ahead with the booking our names would drop off the system after 7 days. So, I rang the first agent and the seats were released.

I have a very similar problem to you (I posted something on another forum in reply to a post I assume is from you).
I can not go into detail but like you I have looked for help all over the place and I have found that you may get sympathy but also alot of negativity from people who say things like "read the terms and conditions" and "distance selling regulations do not apply to travel and accomodation".
But I do not think it is that simple. I would forget the other agencies now and start court proceedings straight away. No company can hide behind "terms and conditions" and I think the courts would take a very dim view of the way otbeach.con treats consumers.
I have been reading about 'Unfair Terms and Conditions' and 'Contract Law' which I believe could help you, and me, and possibly many others.
